The CI/HUMINT Source Manager provides critical support to USINDOPACOM J2X by maintaining and managing the theater’s Counterintelligence and Human Intelligence source database. This role supports the Theater Source Manager and component-level source managers in ensuring accurate, de-conflicted, and properly documented source records across the Indo-Pacific theater. The ideal candidate brings experience with source-management databases, HUMINT tradecraft, and multi-agency coordination, along with a strong understanding of CI/HUMINT operations.

Source Database Administration

• Manages the USINDOPACOM Theater CI and HUMINT source database to ensure accuracy, completeness, and integrity of all records.
• Conducts source record administration, folder maintenance, and user account management within the DoD’s official source management database of record.
• Ensures that source data remains compliant with DoD guidance, operational authorities, and established policy.

Support to Source Management Executive Functions

• Serves as an alternate advisor and representative for USINDOPACOM’s Source Management executive functions, supporting theater-wide implementation and oversight.
• Assists the J2X Theater Source Manager, component source managers, and enterprise-level source managers with all aspects of source management operations.

Source De-confliction & Record Adjudication

• Performs timely de-confliction of source records to identify and resolve false conflicts.
• Facilitates communication and coordination needed to adjudicate true conflicts among source managers.
• Ensures all necessary actions—clarifications, follow-up communications, and documentation updates—are completed to maintain accurate source status.

Record Transfer, Joint Use & Inter-Component Coordination

• Facilitates communication among local, component, and enterprise-level source managers regarding record transfers and joint-use procedures.
• Imports and exports source records as required, ensuring proper documentation and compliance with guidelines.
• Records and manages Joint Use Agreements through the creation and maintenance of Joint Use Memorandums.
• Supports coordination with component source managers and advocates for their source-management requirements and priorities.

Theater-Wide Source Management Support

• Provides continuous support to Theater and component-level source managers to maintain unified and standardized source management processes across the USINDOPACOM AOR.
• Assists in developing best practices, process improvements, and documentation procedures to support enterprise-wide integration.

• Experience in HUMINT or CI operations, source management, or database administration supporting intelligence missions.
• Familiarity with DoD source management databases and HUMINT source administration processes.
• Knowledge of CI/HUMINT operational authorities, policies, and reporting requirements.
• Strong analytic, documentation, and problem-solving skills, particularly in de-confliction and source adjudication.
• Ability to coordinate across theater-level, component-level, and enterprise-level source managers.
• Excellent oral and written communication skills.

Preferred Qualifications

• Experience supporting a Geographic Combatant Command or HUMINT enterprise.
• Experience working with HUMINT collection, source operations, or CI functional services.
• Familiarity with joint-use agreements, record transfers, and enterprise-wide HUMINT management processes.
