Overview

Bluehawk is seeking a senior level Knowledge manager who shall perform work at designated government-owned factilities at USINDOPACOM HQ Camp H.M. Smith; USINDOPACOM JIOC, Joint Base Pearl Harbor-Hickam, HI; and other military locations on the island of Oahu, HI. Locations also may include OCONUS & CONUS U.S. Government Controlled Facilities within the USINDOPACOM’s Area of Responsibility (AOR) or their Joint Detachment (JDET) Offices in Denver, CO; Minneapolis, MN; or Ft. Worth, TX. 

 

Primary work location is Pearl Harbor, Hawaii, however government will determine based on mission requirements.

Responsibilities

  • Assists in aligning processes and technology to enable information sharing by analysts and organizations for analytic production. Uses centralized and peripheral databases, content management, records management systems and shapes workflow and processes. Compiles reports on performance and usage metrics and future requirements for existing knowledge management capabilities including, but not limited to. search. discovery. storage and retrieval of data and formal production and tasking. Disseminates intelligence products across separate networks and portals.
  • Contractor shall develop and maintain standardized data formats for JSR related data in accordance with Intelligence Community and Department of Defense standards.
  • Contractor shall become familiar with command webpage forums, and post and maintain mission center webpages (such as J2C SharePoint and others) to ensure relevant documents. products, and workflows are available to IMMC and command personnel.
  • Contractor shall develop integrated Knowledge Management (KM) processes that ensure effective integration of ISR data across collections disciplines.
  • Contractor shall diagnose and streamline KM process integrating planning, prioritization, functional and regional collection management, and collections assessments. This includes the effective use of data repositories, information conditioning methodologies, and
    information sharing best practices.
  • Contractor shall support, train, and mentor IMMC personnel on the use of Intelligence, Surveillance, and Reconnaissance visualization tools.
  • Contractor shall optimize network utilization through the centralized distribution of ISR related information on common information mediums and provide a core set of information feeds to establish a common understanding of activities across the enterprise. This includes the development of displays, dashboards, to en a ble d ynamic, collaborative intelligence/ISR decision support to leaders at all levels.
  • Contractor shall. using a variety of methods. evaluate KM processes used by the IMMC staff and recommend improvements for review by the government. This includes the development ofIMMC (data management and ISR Common Operating Picture (COP)
    operation) steady state and crisis standard operating procedures.
  • Contractor shall monitor IMMC functions and document data management, access, and visualization shortfalls. Documented information shall be presented to the government for
    further consideration or action.
  • Contractor shall incorporate more effective discovery, access, and integration of intelligence/JSR data; identifying optimal methods to visualize and share intelligence/ISR data and related information; and identify best practices.
  • Contractor shall document optimal methods to visualize and share intelligence/lSR data and coordinate with data engineers and computer scientists to develop solutions to implement findings.
  • Contractor shall develop and provide ISR COP enhancements throughout the period of performance (PoP) based on functional collection managers, regional collection managers, and Joint Reconnaissance Center input.
  • Contractor shall develop and maintain instances of the JSR COP on multiple domains (within classification levels).
  • Contractor shall continuously integrate new data sets from JSR and Collection Management sources via numerous applications and feeds to synchronize ISR and Collection Management operations.
  • Contractor shall support and participate in conferences, exercise (planning and execution), and working groups (via secure VTC or in person) in support of the IMMC mission or data integration/visualization initiatives.
  • Contractor shall identify deficiencies in ISR process and workflows and recommend KM solutions to the government. Design, develop, and implemented KM constructs to resolve identified deficiencies.
  • Contractor shall support and participate in conferences, exercise (planning and execution), and working groups (via secure VTC or in person), JCMB, JCWG, DCMB, and NCMB as requested by the Government.

Qualifications

  • Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements.
  • Demonstrates mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology.
  • Demonstrates ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.
  • Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings.
  • Demonstrates ability to work independently and with minimal oversight.
  • Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.


    Desired Experience:
  • Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years

    Desired Education:
  • Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master’s degree.
