Systems Engineer, Level 3 Washington ,DC



Bluehawk, LLC. is seeking a System Engineer, Level 3 in Washington, DC (2032)


  • Analyzes, administers, and maintains telecommunications systems.
  • Evaluates, analyzes, administers and maintains voice, data and wireless communications systems.
  • Reads and interprets circuit diagrams and electrical schematics.
  • Prepares detailed specifications and flowcharts for implementation of new internal systems or modifications to vendor systems.
  • Coordinates installation of equipment.
  • May Install, test, adjust and troubleshoot equipment as necessary.
  • Ability to terminate all forms of fiber by various methods
  • Familiarity with fiber connector types and manufacturers
  • Experience testing single-mode and multi-mode fiber installations
  • Experience with OTDR testing and fiber optic troubleshooting
  • Pulling cable, fire stopping, dressing cables and labeling to industry standards
  • Installing, terminating, and testing all forms of copper and fiber cabling
  • Installing closet hardware including backboards, connecting blocks, racks, patch panels and fiber enclosures
  • Monitors the operations of telecommunications systems and services of vendors.
  • Provides end-user training of telecommunications features and functionality.
  • Provides guidance and work leadership to less-experienced Analysts and Technicians, may run a team of 2-3 technicians
  • Maintains current knowledge of relevant technologies as assigned.
  • Participates in special projects as required.


  • Directly related experience (cabling, construction trades)
  • Proven experience as a fiber optic specialist
  • BICSI Installer/Technician certification highly desired
  • Ability to work extended hours (overtime) as needed
  • Reliable daily travel to work-sites
  • Must be able to work safely following company policy/procedures on safety
  • Ability to lift at least 50 pounds as necessary
  • Ability to climb ladders, and stand for extended periods. 




  • Skills and Tasks. Exceptionally Complex – researches and evaluates new concepts and processes to improve performance. Analyzes cross-functional problem sets, identifies root causes and resolves issues. Assists  more junior level  technicians, specialists, and managers in their activities. Can perform all tasks of  lower level technicians, specialists, and/or managers. 
  • Leadership/Management Special Operations Forces (SOF) Intelligence Integrator – Works individually, actively participates on integrated teams, and leads multiple tasks,projects or teams.Oversees and monitors performance, and when required, takes steps to resolve issues.
  • Directs multiple teams through to project completion. Provides guidance and direction tolower level technicians,specialists, and managers.

Training and Certifications: 

  • Must have one of the following to be DoD 8570 compliant IAT Level II (GSEC, Security+ CE, SSCP, CCNA-Security) or information assurance certification commensurate with technical objectives and services required within the task order.
  • Applicable software or hardware training and certifications commensurate with the technical objectives, services required, and IT environment specified within the task order.

Knowledge/ Skills/ Ability/ Education

 To be considered you must meet one of the following requirements:


  • High School Diploma or GED equivalent and 10 years of relevant experience
  • Associates degree from an accredited college and 8 years of relevant experience
  • Bachelor’s degree from an accredited college and  6 years of relevant experience
  • Master’s degree from an accredited college and 4 years of relevant experience
  • PhD from an accredited college and 2 years of relevant experience

Required Security, Certification, Licenses and/or Registration

  • Security Clearance: Active TS/SCI clearance with CI Poly
  • Must be a U.S. Citizen or Possess documented immigrant status
  • Must be able to successfully pass a government security background check


 Preferred Certifications (Not required):

  • CCNA (desired)
  • Network +CE (desired)
  • ITIL Foundations (desired)
